Farmall 140 governer

Is there a pescribed method for the governer setup
on this tractor? The tractor starts fine and seems to run OK but bogs down as soon as a load is applied. It can be driven but if the bush-hog
is engaged the tractor bogs as soon as you hit grass (6"-8" in height). The bush hog spins freely and when disconnected the PTO spins fine. I've had this symptom with lawn tractors in the past but I don't know if it might apply here. Any help would be appreciated.
