hydraulics problem

This is my first hydraulic problem...My 8N does not sink even with alot of weight on the 3point(this is good)..But when I start the tractor the lift will go to the upper limit no matter where the control is positioned..It will go down only alittle ways when I push down on the handle..I took off the lower stop and pushed the handle way past that point and the 3point went down but not to the bottom. It wants to go up but only reluctantly goes down..I don't want to do anything unnecessary so what is the most probably cause???
