How large is your county's Sheriff's office? Some are pretty small. I talked to the Sheriff of an Eastern Montana county a couple of years ago. He had one full-time deputy and a couple of other guys that he could call on if they were needed for some event. But lots of times, that Sheriff was it. My guess is that if you wanted to be fingerprinted in that county, you called up the Sheriff's office for an appointment. And depending on what was going on, that appointment might be days later.
It could be that the person (who may or may not be commissioned) who takes care of fingerprinting for gun permits is on vacation or sick leave, and they just don't have anyone to fill in until the day you were referred to. Even in large organizations, my guess is that having someone ready to deal with taking fingerprints for non-criminal matters at all times is a fairly low priority. You don't know what was going on just then, and the person you talked to probably was not authorized to tell you.
If you really care, I would suggest that you ask to speak to the supervisor in charge, and register a complaint. You might find out why they couldn't help you at that time. Or you might just cool down and call to make an appointment rather than just expecting things to be exactly like you wanted them to be. Good luck!
