The 70 series powershifts consist of 4 speed manual transmission and a 3 speed powershift. The way I understand your question is that all the gears work expect the 3rd range. Start with the range shifter linkage and make sure it is adjusted correctly. I consider 4th gear of the manual trans road gear...if you cant shift into 4th but you can in 2nd then it almost has to be an internal problem but the manual part usually does not have problems. Go to the Case board as there is more knowledgable folks there.
