I would not use chemicals to remove the rust. It will not help the surface finish. Rust pits on the pin journals is the worst place to have rust. Remove the crank and bring it to somebody that has a lathe and can polish it with a fine abrasive tape at the very least. People who polish cranks can give you the best opion if it needs regrinding.
