One thing that comes to mind here is that the neighbor may not be able to sell the strip of land, even if he were inclined to do so. He might have put in into a trust for the kids or grandkids, there might be a first or second mortgage on it, it might still be in his parents name (got it through heirship but has never probated the estate), it might be jointly held with siblings, etc. There's all kinds of things that could go wrong.
