The National Bureau of Standards tested Newman's device in 1986. They determined that the device consumed more power then it produced. They observed that the highly non-sinusoidal power spikes within the device would tend to be under-measured by typical measurement apparatus. After creating and calibrating test apparatus suitable to accurately measure power consumption, they concluded the efficiency of the device was between 0.33 and 0.67, depending on how fresh the Scotch tape on the commutator of the device was.
At best. Mewman is self-deluded, in the same mode as Fleishman, Pons, and "cold fusion". (I think that gives Newman way too much credit). At worst, Newman could be consider a con man, making money off the naive.
