On the second pic where you can see a sheet metal screw screwed through a clip, it looks like a mounting tab broke off of the bumper cover itself. There are probably several more that don't show on the photos.
Examine the inside of the bumper cover and see if you can make some tabs out of tin that will attach to the bumper cover with 1/8" sheet metal screws and either screw into the original mounting holes, or drill some new ones. It's all inside the bumper and no one will see it anyway. This area doesn't really protect against impact so there should be no safety issues as there would be if the impact bar or bumper shocks were damaged.
