My 028 had the same problem. Plug would fire like mad when I had it out and pulled the rope, but not when it was installed. Turned out the plug wire was worn and grounding out when installed. When I'd pull the wire and connect it to the plug, the wire moved enough so as not to ground out thru the worn area. That was a pain to figure out...
