Bob, the oil for the rocker arms comes from the rear cam bearing area. Does the engine have 25-35 psi hot & running at fast idle? There is a washer that goes under the oil filter called a lower mounting plate that is usually missing on the M,40,420,430. It sticks to the bottom of the oil filter & when the filter is changed it gets thown out. If it is missing it can lower the oil pressure quite a bit. Back to the rocker arm oiling problem, I think there is a slot in the block at the rear cam bearing that a hole in the cam bearing is aligned with. I am not sure if the oil passes through the cam bearing then to the rocker arm oiler line or it is just taken from the oil passage that goes to the rear cam bearing. (I has been a couple of years since I overhauled a 40) If all the oil passages are open I am guessing your oil pressure is low.
