Restriction, too small of a hose or or other issues between the filter and tank, including tank entrance being too small, could also cause high pressure. As long as you don't burst the filter it would still be somewhat effective when the pressure is low. You may have a screen in the entrance to the tank that is stopped up. I am sure if it didn't origially have a filter that there is an inlet screen.
