A lot depends upon your soil type. Spring is the best time for digging holes. The winter freeze/thaw cycle softens up the dirt. Then in the summer it dries out and turns into hardpan. Around here that clay is hard when frozen and then starting around the middle of the summer when it is dry. The summer is usually when I get around to a project and the ground is like rock.
When driving posts in the summer I keep a bucket of water handy. Pour a little at the spot and then pour a little as I drive. Sure goes easier.
