brakes on 1948 John Deere A

I had the brakes rebuilt on this tractor. The oil was drained out of the brake bearing cups. This is my first experience with the brakes on this tractor. It says to fill up until overflowing. I have put what seems to be quite a bit of oil and it is still not full. Does anyone know how much oil it takes to fill up? Can this oil be leaking out somewhere inside the transmission. Any help would be appreciated.
