If he can't shoot an in-focus and steady video, I don't see much creative potential. If he won't replace or repair the governor (very easy to do), he probably has no tools.
I moved to the farm with my divorced mother when I was nine. Nobody showed me how to mount a Cub plow or any of the other half dozen tools. There was a big pile of implements heaped on the old pung (work sleigh). I managed without instructions, a computer, or adult supervision. Ya, those parts sure were heavy back then.
