Output voltage on the 10SI is not adjustable - it's preset by the internal regulator.
If your alternator is giving you 16 volts first make sure the alternator aux terminal #2 (the "voltage sense" terminal) is solidly connected to the alternator BAT terminal or the battery + post.
If the #2 terminal IS seeing battery voltage it means the regulator has failed and must be replaced. The good news is a new regulator is about $10. And it can be installed in about 30 minutes without removing the alternator from the tractor.
