Thorny issue, you need to visit your county offices & talk to their Soil & Water, FSA, and county atterny, then likely hire your own....
It shouldn't be, but of late ponds are so cool, it doesn't matter how they hurt other people, they will just love that you have a pond on your farm too now, it is so wonderful to have ponds, you can have some wetlands CRP money and we all will be happy.......
