Lanse, A distributor ignition is simple and very easy to troubleshoot, give it a try before you replace it with the Mag with a bad impulse or the IH mag that you couldn't make work on the B. For the gas tank I'd fill it with E85, any acid will affect the galvinizing inside the tank and require a sealer or you will only rust up again, get a tank filter (about one quart size) and plumb it in instead of the sediment bowl it will not clog easily, and after the E85 has loosen the sediment and cleaned the tank you can replace the original sediment bowl and fuel lines.
