STUCK Engine....and I mean STUCK

I have a straight 8 Buick engine. It has sat for 15 years (inside) I have put oil and mineral spirits on top of the pistons. I rock the car back and forth every day. (weeks now) Nothing. The pulley will not move at all. This car ran when parked and has never been outside. It is low on water and I think the head gasket may have leaked the water into the cyls???
