There is a big difference between a plug and a plug patch. No business owner in his right mind these days would plug a tire from a liability standpoint. A plug patch has a stem bonded to the patch that is bonded to the inside of the tire. The plug part goes through the hole and seals the hole from the outside. The patch seals the inner casing. String plugs are a temporary repair at best.
