Cockshutt 40 deisel?

Got a line on a Cockshutt 40 with a diesel. Guy
wants $1600. Grill is missing, and maybe part of
3-pt. or lift or ? they had. It has two arms under
seat, looks like pivots below for 3pt arms, and
place for cylinder which isn't there. It has
power steering and PTO. Havent heard run, did see
starting fluid in grill area. Is this a good tractor and price? Big 38" tires, not a small unit. It's Tan and red.
