It sounds like the problem I had in my 2000 Silverado. I had the cluster replaced once and it did it again. I got to looking on the internet and found something.
There is a service bulletin on this. It was actually the transmission wiring harness. It needed to be replaced. I brought it to the attention of my dealer. They ordered the upgraded wiring harness and replaced it and the cluster again. No more problem.
