I had a similar problem on my 97 5.7 Chevy. No start up. We determined it to be the fuel pump. Changed it and no better. Checked fuses, power and the relay. Only thing we had was a slight power draw when turning key on. After thinking about it over night we determined the slight draw was all we were going to get. When you turn key on the pump pressurizes then tell computer all set. Start up and then power is applied to pump. My problem ended up being a bad ground wire to the pump. Corroded connection on the frame.
