Never worked on that tractor, but do you have new battery cables? Sometimes that problem is caused by bad cables or connectors. I assume you have checked the charge or charged fully the new battery(not a likely problem). If you suspect the starter I would take it off and have it checked at a starter repair shop.
BTW, I have seen those used tractors imported here to the US, not recently because of changes in the exchange rate, and a lot of them were cab tractors with the cab in poor shape. The importers usually cut varying amounts of the cab off and put some paint over the rust. Actually, not much reason to keep cab here since they don't have air conditioning on them and AC is a requirement for a cab tractor here in the hot Southeast.
