Oil control rings control the oil in the bores, or should do. Compression rings provide the compression. You may have inlet valve seals poor or you just may have worn out guides as well.
If the engine has been re-rung in old pistons and worn bore, it may have reasonable compression but 'oil pump' due to sloppy ring fit in the grooves, or oval bores etc.
If it was the fellow who sold it to you, who said that - well, he might be right or just spinning you a sales pitch. Depends whether he was being an engineer or a salesman at the time.
