The reason that it's not a good idea to run a 12 volt accessory off of one battery of a 24 volt vehicle is that one battery will be undercharged and the other will be overcharged. If the accessory isn't used much, or it doesn't draw very much current, it's no big deal. A pair of headlamps will draw a significant amount of current. Another possibility is to run one lamp off of each battery. This would equalize the current through each battery, but it's a little more complicated to wire. Better to just find some 24 volt lamps.
