Put 2 12V lamps in series, its the cheapest and simplest, just make sure the two bulbs are identical. If you're worried about two headlights going out at the same time, you would still have the other high or low beam, or else instal a 2nd set of driving/fog lamps etc as a backup. If you're installing any lamps like marker lamps that work through a chassis ground instead of two wires you would have to isolate one of the pair from ground, or look for lamps with two wires.
