If I remember right that machine has a vickers hydro in it. Some stuff to try first:
Make sure your fluid and filter is in good shape.
Check for suction leaks at the hose at the bottom of diff.
check for a deteriorated suction hose could be kinked or collapsing.
If worse comes to worse a decent hydraulic shop can rebuild that hydro pretty reasonably.
