Movement in water pump pulley - any suggestions ??

I've got a Massey 101jr with a 4 cylinder Continentaly flathead engine. The water pump pulley is mounted on the pump shaft using a half-moon key and is held on with a nut and a lock washer. Even when it is tightened up, there is side-to-side play (wobble) between the pulley and the shaft. I suspect one (or both) are worn somewhat). I have used some shim stock to take up some of the slack but I can't seem to get enough in that solves the problem because getting the pulley on becomes impossible. The amount of play is not great, but it's still there. I have considered drilling and tapping out the pulley and putting in maybe a 3/8" set screw to firm things up. Do you think this might do the trick? Any other ideas that might help out? THANKS !
