The metering valve in the pump is stuck in the shutoff position. Older pumps with rust or varnish deposists will often cause this. When you stop the tractor and pull the stop the metering valve stays in that position and when you go to restart a small spring on the link has insufficent strength to move it back. Diesel Dan
