motor oil in tachometer cable housing 990 david brown

I am getting a transfer of motor oil from the engine into the tachometer drive cable housing on my 990 david brown 4 cylinder diesel tractor. Is the problem in the engine oil pump or with a seal or seals where the tachometer drive cable housing is secured to the engine? The engine oil transfer into the tachometer drive cable housing is so severe that it fills the cable housing and also the tachometer before spilling down the side of the engine.
