I think these guys have covered it; sounds like governor to me but could be carb. too. For what it's worth, here's what happened to me with my 70. It would surge and hunt so we assumed that it was the governor so we rebuilt it. Helped a little but the same problem was still there. Talked to some old JD guys and all said "carburetor." We rebuilt the carb and gave it lots of soaking time, made sure that everything was really clean and reinstalled it. That took care of it. That governor bearing back by the distributor sure is a sweetheart but other than that, the governor isn't too bad a job.
