I've seen people doing it the other way around. Hook up an hydraulic motor to the PTO, engage both PTO and a gear and you have a perfect creeper (at low revs of both engine and hydr. motor). Saw it being used in planting operations. Power is limited but slow speeds require only minimal power. Kind of hard on the throwout bearing of the clutch though, because clutch must be permanently depressed.
