One reason is that the Secret Numbered Swiss bank accounts have long--long--been used to hide income that was acquired thru questionable means AND/OR had been omitted from tax returns in the Country of origin. The Swiss openly sold their "bank secrecy" to all kinds of undesireables, from Mexican Presidents' families to Marc Rich types, who failed to pay US income taxes, which means we're paying their share...(the Marc Rich types, not the Mexicans)... Shall I go on??... Incidentally, years ago the Journal had one of their humorous front page pieces on how Swiss accounts were becoming dated, mentioning a number of other tax "havens" even more secretive...
