Not unless the tractor already has 20" rims which is unlikely given it's currently using 16.9X30's. Putting 23.1x30 tires on a 14X30" rim IS NOT a good idea. With the sidewalls puckered in like that. There won't be anymore tread width on the ground than with the 16.9X30. By chance do you know how much larger in dia a 23.1X30 is vs. a 16.6X30? Better jack them fender up and in. Probably have to roll the hubs out to the end of the axles too.
