I guess I better tell you how the governor keeps the engine RPM constant. It uses "fly weights" that spin at a fixed ratio to the crank shaft speed and push (through a fork & linkege using centrifucal force) against the spring that you set with the throttle lever. The spring is trying to open the throttle & the weights are trying to close it, if the engine slows down (due to a load) the weights spin slower (push less) so the spring opens the throttle more, if the engine speeds up ( due to less load) the weights (push more) & overcome the spring tension to slow the engine down. In reality the weights balance the spring tension to hold the engine RPM pretty close to where it was set by the operator. Once the carb. reaches wide open throttle the governor can't raise the RPM any higher.
