It twists off because the bottom end of the tube is stuck fast with gas that has turned to glue or has rusted fast. Soak the carburetor submerged in a good carburetor cleaner to desolve the crud(at least over night, I would suggest a lot longer) before trying to remove any of the jets. No need for drilling if the threads came out clean. If you can find a good discharge jet to copy you can retube it as long as the threaded part is not damaged. E-mail me for more information on retubeing if you want to go that route.
