Had the same problem when I changed the hyd.filter last spring. No steering or brakes. Tried what everyone and service manual suggested. Nothing seemed to work. Thought I would hook a 4x8 cylinder up to hydraulic couplers and see if that would get things going. At first nothing happened when I moved the hyd. lever back and forth. After approx. 5-6 times back & forth I heard the pump pick up oil and the cylinder started to work. Seemed to have air in it but soon was gone. Checked the steering and brakes and they worked too. Don't know if this solved the problem or a coincidence the steering pump may have finally picked up the oil, but it still works today. Later Funtwohunt
