You have a classic problem and the problem is highly likey that you are starving for fuel. It runs at idle just fine, right? First take the fuel line loose at the carb and monitor the flow. It should be a continuous stream the diameter of a wooden match. If not, clean out everything from the tank outlet down to the carb. Check the inlet into the carb ( remove brass fitting), some of these have a strainer on the inside end but I am unsure about your tractor.
