I've stacked it on the ground in roughly wagon sized stacks. Covered with a plastic tarp. Wasn't pretty. Bottom layer spoilage, keeping tarp on pile, accessing hay under tarp, all problems. Wind damaged tarps too. Unless rain always falls straight down, you need to cover sides. I did store a wagon load of bundled oats under a new plastic tarp. Was able to secure tarp pretty much fully over load and around sides. Since load was shaped like a loaf of bread, and tarp was well secured, it held pretty well, kept the rain off pretty well. Baled hay may not shed water as well, unless you park on a sidehill!
