JD 830 PTO lever problem

I recently purchased a JD 830 diesel tractor. After using it a little I noticed the lever that should disengage the PTO does not disengage it. It feels like there is nothing attached to the lever. The parts manual shows a pretty simple assembly that has a pin that holds the lever to the shaft it should rotate. I'm guessing that this pin broke? Anyone know how big a job it is to open the top of the tranny area to get at that? The tractor also has some problems with the hydraulics. The 3 pt slowly lowers even when running and the power steering works turning to the right but only works now and then when turning to the left. Any insight into these problems and the amount of work and $ to fix them would be greatly appreciated.
