I burned all wiring on my belarus 800 15 yrs ago. And rewired eliminating all the safety solenoids and switches with just ign switch,a series/paralel switch for 24v start on a 12v starter, and the 2 batts.
It sounds like you have no power to the starter solenoid, try jumping the small stud with the battery terminal on the starter solenoid.if solenoid clicks,your problem is elswhere. I believe the series/paralel switch activates the start solenoid when it engages,[at least on mine it does].The key is suppose to activate the series/paralel.
