Put the tractor in NEUTRAL, set the brakes, and then short the terminals on the starter and see what happens. I'm thinking you have a starter problem. If you do, then I'd suggest going out an buying a 12V north american starter... You want to compare rotation, nose cone bolt pattern, drive tooth count and drive penetration depth. It strikes me that a 42MT is probably a direct swap, but you will need to do some research on that. A good gear reduction 42MT will probably cost you less than rebuilding what you have, along with the added bonus of chopping out all that 24V switching. Wire the batteries in parallel with the largest cables you can find (2-4/0) and it should be good to go...
