WheelHorse 257-H intermittent starting problem

It is a WheelHorse 257-H series lawn tractor, and it is inconsistent when starting. I measured the votage level at the solenoid-when it started, 9.75 v registered; when it didn't, 6 v registered. The mannual says it requires 8 v to start. So I ran a direct wire from the battery post on the ignition switch to the solenoid and it starts every time. I think that bypassed the safety switches and the regulator/rectifier, or didn't it? I feel that the problem could be in the regulator/rectifier, but I'm not sure. Help please.
