Hello Plow Hand, You will seldom find a volt reading stated with a temperature associatted with the reading. At 13V you are above battery voltage, so it is charging. It will eventualy go to 14V I'm sure. At 0 degrees you only have 65% of the battery capacity available for crancking the engine, SOOO at 13v she Is charging as much as the battery will take the charge. It is harder to charge a battery at -5 than at 70 degrees, that explains the lower initial voltage. At -5 below I would be close to a log about to go into the fire! Stay warm.........Guido.
