My Dad had a good low-tech device for smoothing and leveling ground. Take a 6-8ft 2x6 or 2x8, and nail a second one to it, overlapping by half. Then repeat with a third one. You will have a step-like device. Hook that to the tractor with 2 ropes or chains so that the top step is closest to the tractor. Get a rope and have your assistant pull you around like you're waterskiing. If you put your weight forward(hang 10), it will dig in and pick up dirt. If you lean back, you'll float and drop the dirt and smooth it out. Don't forget to yell "Cowabunga" once in a while.
