Here in Nebraska, a Scale Officer once wrote me a ticket for pulling a stock car on a trailer with my buddy's pickup with farm plates on it. They consider a stock car a "revenue producing piece of equipment" and when being towed on a public road the tow vehicle needs to have commercial plates. I just happened to be driving with my buddy as a passenger. The officer made my buddy sign a statement that he would have commercial plates on the pickup within 10 days, or he was going to make us park it and get something with commercial plates to continue on down the road.
I mentioned it to a State Trooper I knew a month or so later, and he replied, "That's the law, no getting around it, but I personally think a verbal warning is appropriate the first time".
