Wisconsins highway fund had some allocated funds that were for planned future-next year or 2- projects and emergency reserve. Dem Governor had promised teachers union some state money to get their salary up in contracts, didn"t want to raise some other taxes so said would use surplus funds. "Highway reserve" funds declared "state surplus", the "surplus" giving to teachers union. Emergency bridge repairs and some winter damages repair needed- no money in reserve, so issue bonds that will bring total cost to double if used "highway reserve". Dem Governor Doyle has a 4.5 billion wish list for federal money that includes some needed highway repairs. Madison city council and mayor have sort of set aside the city trolley/light rail plan after couple million in studies- they need to add some rail crossing barriers to keep people from getting killed by trains operating in the cities "don"t sound the horn" zones.
