hydrolic problems

I have a problem with my 52' 8-n. The hydrolics will not lift by using the touch
contol lever.
However, with the touch control lever all the way up and the selector lever in
the horizontal position, they will lift when I push the selector lever down past
horizontal. While plowing, the hydrolics work fine with the touch control lever, I
assume this is because the plow is putting preasure on the toplink, but when I
stop at the end of a pass and try to lift up the plows, nothing happens unless I go
through the process I described above.
