I don't know anything about your cultivator. I do, however, have a horse drawn, walk-behind cultivator sitting in my front yard that is yard art. It doesn't look anything like yours. Mine doesn't have any wheels associated with it.
Like I said, I don't know anything about horse drawn cultivators, but the fact that yours has wheels on it makes me think that it actually a riding cultivator, not a walk behind. Are there any pedals with your parts? That was a common way that horse drawn stuff was steered. The pedals controlled the wheels so the machine could be turned.
Mine is purely a man killer. It has to be steered by hand and lifted out of the ground at the end of the row.
