What I have had succcess with is completely power wire brushing to remove all paint from the exterior lower half of a saddle tank (available but $600) and coating the complete area with a boat product called Marine Tex. I applied the product liberally (1/8 inch thick) using a plastic applicator as one would apply Bondo. The tank had holes as large a 1/8 inch after the cleaning and I filled those using a little pressure on the Marine Tex as I applied the product to force it into the voids. It has been several years since the repair an as of now all it O K. If you using the inside sealer also be certain that you get it clean prior to sealing. A poor application is worse than none at all as you will have flaking of the sealant along with the rust. Marine Tex is available at most boat repair shops and I used about a pint costing roughly $14. You can paint the product and the repair is not obvious if looks are important. Good luck
